The labor market data has settled that question. Eight of the ten most-requested skills in today’s job postings are durable skills. Six in ten employers have let go of a recent hire not for technical failures but for how that person communicated, collaborated, and showed up. The World Economic Forum projects that by 2030, eight of the ten core skills of the future will fall into this category. Employers, educators, policymakers, and researchers are in broad agreement: these skills are essential, they are in demand, and they are undersupported.

That consensus is real, and it matters. But consensus about importance is not the same as alignment on action. And alignment, not awareness, is what has been missing.

From Conversation to System

Across the conversations in this series, a consistent pattern has emerged. Every part of the education and workforce ecosystem has made genuine progress on durable skills in isolation. K-12 schools are building Portraits of a Graduate that name these capabilities. Community colleges are piloting new approaches to embedding them in continuing education programs. Employers are redesigning job descriptions and dropping degree requirements in favor of skills-based hiring. State governments are passing legislation to align graduation requirements with workforce expectations.

Each of these moves is meaningful. None of them is sufficient on its own.

The challenge is that each part of the system is making progress in its own language, on its own timeline, toward its own definition of success. A high school graduate who has developed strong communication skills through a Portrait of a Graduate program arrives at a community college that uses a different framework. That community college places students in internships with employers who evaluate those same skills using a third set of criteria. The skills are real. The signal is not legible across the handoffs. And by the time that learner reaches the job market, the evidence of what they can do has been lost in translation. That is the alignment problem and it will not be solved by more awareness. It will be solved by shared infrastructure.

4 Things That Have to Work Together

After years of research, field work, and partnership across PK-12, postsecondary, and workforce systems, we have come to believe that closing the durable skills gap requires four things to work together, not sequentially, but simultaneously.

The first is shared definitions. You cannot develop, assess, or hire for skills that are defined differently by every institution and employer. Pathsmith™ was built to solve this problem: a common, employer-validated language for what durable skills are, what mastery looks like at every level, and how those skills show up across roles and industries. Without a shared lexicon, every other investment in this space is building on sand.

The second is embedded development. Durable skills are not learned in a standalone course or a one-time workshop. They are built through sustained, intentional practice across the full learning continuum, from early childhood through early career. That requires schools and colleges to move beyond treating these skills as a byproduct of academic instruction and start designing explicitly for their development. The Pathsmith™ PK-16 Developmental Progression was built to support exactly that, giving educators a research-grounded, practitioner-tested framework for making skill development visible and intentional at every stage.

The third is credible signals. Development without demonstration produces invisible capability. Learners need ways to show what they have built, and those ways need to carry meaning across institutions, employers, and geographies. Right now, most durable skills credentials are either nonexistent or so inconsistently defined that they carry little weight. Building credible signals requires assessment tools grounded in common standards, credentials that specify proficiency levels rather than just completion, and the employer validation that makes those credentials legible in the labor market.

The fourth is employer validation embedded throughout, not added at the end. Every part of the system is stronger when employers are not just consulted after the work is done but involved in defining what proficiency looks like from the start. That means employers helping to design graduation requirements, co-creating assessment rubrics with community colleges, and building internal talent development systems around the same framework that education uses to develop skills. When the language is shared across that full continuum, the pipeline functions. When it is not, each transition point between systems is a place where evidence of capability gets lost.

What Becomes Possible

The question worth sitting with is not what alignment would fix. It is what alignment would make possible.

For learners, it means that the skills built in a classroom are recognized on a resume, that the evidence of capability developed in a community college program carries weight with an employer, and that economic mobility is determined by demonstrated capability rather than credential proxies that have always favored the already-advantaged.

For employers, it means talent pipelines that produce candidates who are genuinely prepared, internal mobility systems that identify and develop capability rather than guessing at it, and the organizational resilience that comes from a workforce that can adapt as the nature of work continues to change.

For the broader economy, it means that the human capabilities most critical to long-term productivity, the ones AI is making more valuable rather than less, are being developed systematically and signaled credibly, rather than assumed by some and inaccessible to others.

None of this is theoretical. The infrastructure exists. The frameworks are built. The partnerships are in place. What remains is the will to align them, across institutions, across sectors, and across the full continuum from early childhood to early career.

The awareness era is over. The alignment era has to start now.

America Succeeds’ Tim Taylor offers this commentary on how the awareness era is over and now comes the hard part.
