He mentioned that it would be nice to include the consideration of real data strategies in the workshop. I thought it would be \u201cthe mission impossible.\u201d Many companies started dealing with data as their strategic assets. So, a data strategy and data management practices could be considered a competitive advantage and kept confidential.<\/p>\n<p style=\"text-align: justify;\">So, when preparing a new workshop on integrating data and metadata strategies, I recalled this remark and started searching for examples of data strategies. As expected, I could not find any reference to a data strategy from commercial businesses. However, I was very positively surprised when I found more than ten examples of data strategies published by governmental agencies worldwide. In this article, I will reference the following publicly available strategies:<\/p>\n<p>Strategy 1:\u00a0<a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/fy-2024-2026-usda-data-strategy.pdf\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">United States Department of Agriculture, Fiscal Year 2020-2024 \u00a0 Data Strategy<\/a><\/p>\n<p>Strategy 2:\u00a0<a href=\"https:\/\/www.dni.gov\/files\/ODNI\/documents\/IC-Data-Strategy-2023-2025.pdf\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">United States Intelligence Community, The IC Data Strategy 2023-2025<\/a><\/p>\n<p>Strategy 3:\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/opepd\/ocdo\/ed-data-strategy.pdf\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">US Department of Education, Data Strategy, 2023<\/a><\/p>\n<p>Strategy 4:\u00a0<a href=\"https:\/\/www.oregon.gov\/eis\/siteassets\/eis-data-strategy-2021-20230116.pdf\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">The State of Oregon, Data Strategy, 2021-2023<\/a><\/p>\n<p>Strategy 5:\u00a0<a href=\"https:\/\/www.nasa.gov\/wp-content\/uploads\/2023\/02\/nasa_data_strategy.pdf\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">NASA Data Strategy, 2021<\/a><\/p>\n<p>This article will discuss the following topics:<\/p>\n<ul>\n<li>Organizations\u00b4 attitudes toward developing data strategies and associated challenges<\/li>\n<li>A data management structure recommended by the industry authorities<\/li>\n<li>A data (management) strategy content: recommended vs. presented in strategies mentioned above<\/li>\n<li>Recommendations for developing a (meta)data (management) strategy<\/li>\n<\/ul>\n<p>Due to the large text volume, I split this article into two parts.<\/p>\n<p><strong>\u00a0PART 1<\/strong><\/p>\n<p id=\"isPasted\">This is Part 1 of the Article \u201cA Data Strategy: Theory vs. Practice.\u201d In Part 1, \u00a0we discuss the following:<\/p>\n<ul>\n<li>Organizations\u00b4 attitudes toward developing data strategies and associated challenges<\/li>\n<li>A data management structure recommended by the industry authorities<\/li>\n<li>A data (management) strategy content: recommended vs. presented in strategies mentioned above<\/li>\n<\/ul>\n<h2 data-fontsize=\"22\" data-lineheight=\"33px\">Organizations\u00b4 attitudes toward developing data strategies and associated challenges<\/h2>\n<p style=\"text-align: justify;\">The statistics I use in this article are based on LinkedIn polls I regularly perform. Only 2 percent of respondents stated that their organizations did not need a data strategy. 35 percent of respondents already have it, and the rest are in the process.<\/p>\n<p style=\"text-align: justify;\">Figure 2 presents the results of another poll I performed in 2023 and 2024. Those who proceed with data strategy have challenges defining the content and implementing the strategy. Figure 2 demonstrates the trend: the number of companies that experience both types of challenges has grown in 2024 compared to 2023.<\/p>\n<h2 data-fontsize=\"22\" data-lineheight=\"33px\">A data (management) strategy structure recommended by the industry authorities<\/h2>\n<p>First, let us agree on the definition of a strategy.<\/p>\n<p style=\"text-align: justify;\">According to\u00a0<a href=\"https:\/\/www.dama.org\/cpages\/body-of-knowledge\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">DAMA-DMBOK2<\/a>, \u201cA strategy is a set of choices and decisions that together chart a high-level course of action to achieve high-level goals.\u201d To decide on the content of a strategy, an organization must determine if it goes about a \u201cdata\u201d strategy or a \u201cdata management\u201d strategy. In my opinion, these two strategies have different focus and content.<\/p>\n<p style=\"text-align: justify;\">The\u00a0<a href=\"https:\/\/datacrossroads.nl\/product\/the-orange-data-management-framework\/\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">\u201cdata\u201d strategy<\/a>\u00a0focuses on defining the role of data for an organization. It demonstrates the way the company will treat and use its data.<\/p>\n<p style=\"text-align: justify;\">The\u00a0<a href=\"https:\/\/datacrossroads.nl\/product\/the-orange-data-management-framework\/\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">\u201cdata management\u201d<\/a>\u00a0strategy concentrates on how to handle data to obtain value from it. The data management strategy elaborates on the development of a data management framework.<\/p>\n<p style=\"text-align: justify;\">In my practice, I use the content of the data (management) strategy developed by\u00a0<a href=\"https:\/\/www.dama.org\/cpages\/body-of-knowledge\" target=\"_blank\" rel=\"noopener nofollow\" class=\"external\">DAMA-DMBOK2.<\/a>\u00a0I grouped the proposed content into three categories; a strategy should answer the following categories of questions: Why? What? How? Later in this article, I will compare the recommended structure and content with those used in real strategies.<\/p>\n<h2 data-fontsize=\"22\" data-lineheight=\"33px\">A data (management) strategy content: recommended vs. presented in the real strategies<\/h2>\n<p style=\"text-align: justify;\">I will use the DAMA-DMBOK2 structure to briefly explain a data (management) structure and compare this theoretical structure with the actual strategy examples I referenced above.<\/p>\n<p style=\"text-align: justify;\">I want to draw your attention to the fact that all five strategies are data strategies, not data management. As discussed above, this fact may lead to the conclusion that organizations focus more on the role of data than how to handle it. So, let us see.<\/p>\n<h3 data-fontsize=\"26\" data-lineheight=\"33.8px\">\u201cWhy?\u201d section<\/h3>\n<p style=\"text-align: justify;\">An organization first must answer the question \u201cWHY\u201d it needs data management, a data (management) strategy, and function. It can answer this question by describing the following topics:<\/p>\n<h4 data-fontsize=\"20\" data-lineheight=\"28px\">Topic 1: Defining an organization\u2019s vision on the role of data and\/or data management<\/h4>\n<h5 data-fontsize=\"26\" data-lineheight=\"39px\">Theory<\/h5>\n<p style=\"text-align: justify;\">We get used to the idea that data is a company\u2019s asset or resource. However, the role of data in an organization depends on its business model. For some organizations, data is a saleable product.
